MY RESPONSE (SHORT): I wrote on this a few months ago (B4IN, later dropped via TLB) "Government Regulations and Automobiles" (eventually to be long series Govt Regs and a b c d e f .. z driving up costs Americans cannot afford) but it is NOT (as much as I hate to say it) ALL Fed. Govt's fault (but still MOSTLY, as Automakers moved to some things they basically knew IF DIDN'T would be mandated to eventually). It is very simple, as I said in my article on TheLibertyBeacon and BeforeItsNews - carve an exemption to scale back things that Buyers can sign Waiver "understand do not have usually mandated items a b c x y z" and many will be happy to do so - especially for those that mostly need a Car for about Town not long hauls on Freeways.
