38) Line-Item Veto Act - Yes, one was passed in the past (no pun intended) which was struck down by prior Courts. THIS TIME it must be written better and with specifics regarding aid to help pass SCOTUS muster this time: IF the Congress can Extra-Constitutionally (as they have been doing) use OMNI-BUS Bills mechanism to try FORCE a POTUS to sign some "objectionable" items as a greater/larger whole NEED, then the POTUS must be granted LINE-ITEM VETO AUTHORITY as compensation and return to balance of the Powers/Branches checks-and-balances our Founders intended!!!! Any LINE-ITEM VETO item (of/from/within a Signed by POTUS Bill) then could/should be able to be over-rode by 3/5 Majority of House-Of-Representatives! Traditional VETO of entire Bills shall remain as already established/outlined for over-ride authority. [see related RETURN TO BUDGETS Act item]
