The Taliban has agreed to PEACE TREATY (yup, sure, as if they'll honor it) and therefore has every right to PEACEABLY PARTAKE IN THAT NATIONS POLITICAL PROCESS (though, IMO, like we did post-war Germany in Nations Surrender DICTATED the NAZI Party BANNED, and Iraq the BAATH Party BANNED, should have in Afghanistan new Govt agreements insisted TALIBAN BAN (no pun intended))!
But, sadly, some fail to learn the 20th Century conflicts lessons (or even Oblunder's withdrawal from Iraq and we had to go back in and retake ground we already had, but allowed our enemies to take, by reducing Troop levels to low) and the FAILED non-occupation of Germany post WWI and success (no additional, further, potential even greater spilling of Blood/Treasure later) post WWII.
