And the Federal Relief only valid and applies WHEN and WHILE the same MATCH is in effect in any given State!!!! So, basically, YOU BLUE STATE RETARDS, can get your Citizens relief OR you can keep playing Political Games! CHOOSE! But your people ONLY GET THE FEDERAL RELIEF if you too step-up to provide relief.
